역사적 경험: 화폐의 혁신과 경제의 도약

경제·화폐의 역사를 돌이켜보면 화폐제도의 혁신은 늘 경제활동의 큰 도약과 함께 일어났습니다. 금화나 은화를 직접 주고받던 시절에서 벗어나 17세기 들어 신뢰할 수 있는 중개기관(예: 공공은행)이 장부(원장)에 기록하는 '장부상의 돈'이 구체적인 형태를 갖추게 되자, 환어음과 같은 새로운 금융상품이 출현했고 무역과 상업이 꽃피게 되었습니다. 그 뒤 종이 장부가 '전산화'되어 이를 기반으로 송금·주식거래와 같은 다양한 금융거래가 우리 손안의 스마트폰에 들어오면서, 거래 시간 제약이 완화되고 그만큼 우리가 할 수 있는 일의 범위도 넓어졌습니다.

그렇다면 다음 단계 혁신은 무엇일까요?

토큰화(tokenisation): 똑똑해지는 화폐, 그리고 자산

그 혁신의 중심에 있는 것이 바로 '토큰화'입니다. 이는 단순히 전산화를 통해 돈을 화면 속 숫자로 옮겼던 것에서 한 걸음 더 나아가, '거래조건'과 '실행규칙'까지 함께 담는 것을 뜻합니다. 예를 들어 "이 돈은 우리 동네 골목상권에서 정해진 기간 안에만 쓸 수 있다"는 약속을 미리 정해 두면, 그 조건이 충족될 때에만 돈이 지급됩니다. 이렇듯 토큰화된 돈은 단순한 '가치의 저장·이전 수단'을 넘어, 약속과 절차까지 품은 '똑똑한 돈'이 됩니다.

토큰화는 돈에만 국한되어 적용되는 기술이 아닙니다. 국채나 주식과 같은 '자산'도 똑같이 토큰화함으로써, 거래조건과 실행규칙을 함께 담을 수 있습니다.

이제 관건은 똑똑해진 돈과 자산이 한데 어우러질 '새로운 무대'를 어떻게 만드느냐는 것입니다.

새로운 무대의 청사진: 통합원장(unified ledger), 그리고 중앙은행

이에 대해 제시된 청사진이 통합원장[2]입니다. 프로그래밍 가능한, 즉 거래조건과 실행규칙을 설정할 수 있는 플랫폼 위에 토큰화된 다음 세 가지, 즉 은행 간 결제 등에 쓰이는 중앙은행 돈(기관용 CBDC), 일반 경제주체가 사용하는 은행 예금(예금 토큰), 그리고 자산(예: 국채)을 함께 올려 두자는 구상입니다.

이렇게 돈과 자산이 같은 무대에 자리하면 또 다른 강점이 드러납니다. 지금은 자산 거래에서 대금과 자산이 오가는 시점이 어긋나, 그 사이 한쪽이 약속을 지키지 못하면 대금 또는 자산을 먼저 건넨 쪽이 손해를 볼 수 있습니다. 통합원장에서는 '값을 치르는 동시에 자산의 주인도 바뀐다'는 약속이 적용되어 이 과정이 한 번에 이루어지므로, 거래가 어긋날 일 없이 한결 단순하고 안전하게 처리됩니다.

그런데 왜 통합원장에는 중앙은행이 중심에 있을까요? 중앙은행 돈은 오랜 기간 화폐제도를 지탱해 온 '신뢰의 닻'입니다. 그 신뢰를 활용하면 토큰화의 장점은 누리면서도 안정적으로 작동하는 시스템을 만들 수 있습니다. 즉, 통합원장은 은행 간 결제 등에 쓰이는 중앙은행 돈을 플랫폼 위에 올려 둠으로써 중앙은행의 신뢰를 '프로그래밍 가능한 환경'으로 확장하는 것입니다.

한편, 통합원장에서 우리가 실제로 손에 쥐는 돈인 예금 토큰의 장점은 무엇일까요? 가장 큰 장점은 어느 은행의 예금 토큰이든 1:1로 통용되는 성질, 즉 '화폐의 단일성(singleness of money)'이 보장된다는 것입니다[3].

통합원장은 은행을 없애는 구조가 아닙니다. 오히려 중앙은행-은행으로 이루어진 현행 2계층 화폐제도(two-tier monetary system)[4] 를 더욱 강화하면서, 화폐의 단일성을 담보합니다. 새로운 기술을 입히되 신뢰의 뼈대는 지키는 것입니다.

프로젝트 한강: 청사진을 선도적으로 실제 구현하다

이런 구상을 현실로 옮기려는 시도는 세계 곳곳에서 이어지고 있습니다. 예를 들어, 유럽중앙은행(ECB)도 '아피아(Appia) 구상'을 통해 중앙은행 돈까지 직접 토큰화한 통합 생태계 구현을 추진하고 있습니다. 다만 이는 2028년 청사진 마련을 목표로 한 '계획' 단계입니다.

한국은 이미 한발 앞서 통합원장이라는 청사진을 프로젝트 한강을 통해 현실로 옮겼습니다. 이런 점에서 한국은 유럽에 비해 2년가량 앞서 있다고 말할 수 있는 것입니다. 한국은행은 7개 참가 은행[5]들과 협력하여 통합원장인 디지털화폐 시스템을 실제 구축하고, 2025년 4∼6월 중 실제 거래를 진행하였습니다. 이를 통해 다음과 같은 유용성을 확인했습니다.

• 통합원장 시스템이 실제 환경에서 안정적으로 작동한다.
• 예금 토큰이 새로운 일상적 지급수단이 될 수 있다.
• 프로그래밍 기능은 잘못된 사용을 거래 시점부터 방지하는 데 기여할 수 있다.

2단계: 국고금, 더 투명하고 효율적으로

2026년 하반기에 시작될 2단계에서는 참가 은행이 9개로 늘어나고[6], 생체인증과 예금과 예금 토큰 간 자동 전환 같은 편의 기능을 더합니다[7]. 그리고 무엇보다, 정부 재정 집행에 프로그래밍 기능을 본격 활용할 예정인데 전기차 충전 인프라 구축 보조금과 공공부문 업무추진비가 첫 시험대에 오르게 됩니다.

지금까지 국고금 집행은 자금을 지급한 뒤 사후에 점검·정산하는 방식에 주로 의존해 왔습니다. 이에 잘못된 사용을 미리 막기 어렵고 점검·환수에 적지 않은 인력과 자원이 들었습니다. 그러나 '자격을 갖춘 사업자가, 허용된 용도로, 정해진 기간에만'과 같은 조건을 미리 설정해 두면 조건을 벗어난 지출이 발생하기 어려워지고, 사후 점검에 소요되는 자원을 줄일 수 있습니다. 이에 더해, 자금이 거쳐 가는 중개 단계도 줄어 결제 수수료 부담까지 낮출 수 있습니다.

프로그래밍 기능을 통해 재정 집행 방식을 '사후 감사' 중심에서 '사전 규칙' 중심으로 옮기게 되면, 이는 단순한 자동화가 아니라 재정의 효율성과 투명성을 떠받치는 토대 자체를 바꾸는 데 기여하는 것입니다.

다음 그림: 국채 토큰화, 그리고 국경을 넘는 결제

2단계 사업을 넘어 앞으로는 다음 두 가지를 더 고려할 필요가 있습니다. 우선 디지털화폐 시스템 상에 중앙은행 돈과 예금에 더해 '자산'까지 실제로 토큰화하는 것입니다[8]. 그 대표적 대상이 국채인데, 국채가 통합원장 안에서 발행·유통되면 국채 소유권과 대금의 교환이 동시에 처리되고 담보 관리가 자동화되어, 중앙은행 본연의 책무인 통화정책과 금융안정에도 도움이 됩니다. 정부는 '2026년 하반기 경제성장전략'을 통해 기관용 CBDC와 연계한 국채 토큰화 실증 시범사업을 2027년 중 추진할 예정임을 밝혔습니다. 한국은행은 정부와 긴밀히 협력하여 동 시범사업이 성공적으로 진행될 수 있도록 노력할 계획입니다.

또한 미국, 유럽 등 8개 중앙은행과 40여 개 금융기관[9]이 참여하여 여러 나라의 토큰화된 돈을 한 플랫폼에서 주고받아 국경 간 결제를 개선하려는 프로젝트 아고라(Project Agorá)와의 연계를 함께 모색할 필요가 있습니다. 이미 한국은 프로젝트 한강을 통해 각국이 구축해야 하는 관할권 원장을 이미 마련해 놓은 상황이며, 2026년 7월 디지털화폐 시스템과 아고라 플랫폼을 연계한 실거래 테스트(real value testing)를 성공적으로 수행하였습니다. 향후 프로젝트 아고라가 상용화될 경우 외환, 더 나아가 증권 결제를 한 번의 거래로 처리해 비용을 낮추고 원화의 국제적 활용도를 한층 더 넓힐 수 있을 것입니다.

토큰화라는 전환기에 선 지금, 한국은행은 정부와 긴밀히 협력하는 가운데 철저한 준비와 선제적 혁신으로 미래 화폐제도를 주도해 나갈 것입니다.

Well, thank you Piero and thank you Christine for putting innovation on the agenda for this very important conference

And as central banks we're not simply spectators in innovation and this is a topic where the central bank can really play a very big role in innovation as a driver and thereby promote growth and stability.
중앙은행은 혁신의 단순한 관찰자가 아니며, 이 주제야말로 중앙은행이 혁신을 이끄는 견인차로서 큰 역할을 하고 이를 통해 성장과 안정을 촉진할 수 있는 분야입니다.

So this is very much in that spirit. This is an interim report on some ongoing work based on the unified ledger and I can get into some of the more details at the right time.
오늘 발표도 바로 그러한 취지에서 준비했습니다. 이는 통합원장(unified ledger)에 기반해 현재 진행 중인 작업에 대한 중간 보고서 성격이며, 세부적인 내용은 적절한 시점에 더 말씀드리겠습니다.

But it's worth just reflecting on the history of money and where this project actually fits.
먼저 화폐의 역사와 이 프로젝트가 그 흐름의 어디에 위치하는지 짚어볼 필요가 있습니다.

Because if we look at history, innovations in the monetary system have always coincided with big leaps in economic activity.
역사를 돌이켜보면 화폐제도의 혁신은 언제나 경제활동의 큰 도약과 함께 일어났습니다.

And I think the biggest innovation, the most important innovation was money in the form of book entries maintained by trusted intermediaries, and that really was given concrete form through the public deposit banks in Europe in the 17th and 18th centuries in particular.
그중에서도 가장 크고 중요한 혁신은 신뢰받는 중개기관이 장부에 기록하는 형태의 '장부상의 돈'이었다고 생각합니다. 이는 특히 17~18세기 유럽의 공공 예금은행을 통해 구체적인 형태를 갖추게 되었습니다.

And this was the beginning of the idea of settlement. The settlement concept turns out to be really important in the monetary system, and once it's in the book, that transaction is settled.
그리고 이것이 바로 '결제(settlement)'라는 개념의 시초였습니다. 결제는 화폐제도에서 매우 중요한 역할을 하는데, 일단 장부에 기록되면 해당 거래는 결제된 것입니다.

And the institution of settlement really allowed the flowering of trade and commerce through financial instruments that are ultimately settled on the bank's balance sheet.
이러한 결제 제도 덕분에, 궁극적으로 은행의 대차대조표상에서 결제되는 금융상품을 통해 무역과 상업이 크게 꽃필 수 있었습니다.

And indeed these public deposit banks were the precursors of modern central banks and we still see all of these initial ideas still playing out.
실제로 이러한 공공 예금은행은 현대 중앙은행의 전신이었으며, 그 초기의 아이디어들은 오늘날에도 여전히 작동하고 있습니다.

The difference of course is that now everything is digital, but the architecture is very much the same.
물론 이제는 모든 것이 디지털화되었다는 점이 다르지만, 그 구조는 본질적으로 동일합니다.

The question is what is next?
그렇다면 다음 단계는 무엇일까요?

And as Piero said it has to be the next leap in the monetary system which is how do we incorporate additional features in the monetary system? How do we take settlement one step further? How do we actually make it so that it can actually function in a way to expand the universe of possible economic arrangements.
Piero 집행이사께서 말씀하신 대로, 그것은 화폐제도의 다음 도약이어야 합니다. 즉, 이는 화폐제도에 어떻게 새로운 기능을 접목할 것인가, 어떻게 결제 절차를 한 차원 더 발전시킬 것인가, 그리고 이를 통해 실현 가능한 경제적 거래의 범위를 어떻게 확장할 것인지에 대한 문제라 할 수 있습니다.

So in the language of economic theory, how do we expand the universe of possible contracts that actually can increase the range of things that we can do?
이를 경제학 이론의 언어로 표현하면, 우리가 수행할 수 있는 일들의 범위를 넓혀 줄 ‘가능한 계약의 범위’를 어떻게 확장할 것인가입니다.

And the central bank is absolutely at the core of it.
그리고 단언컨대, 이 중심에 바로 중앙은행이 위치합니다.

So don't be put off by the term tokenization.
'토큰화(tokenisation)'라는 용어를 너무 어렵게 받아들이실 필요는 없습니다.

What it means is the monetary system is able to incorporate the contingent performance of actions.
이는 화폐제도가 '조건부 실행(contingent performance of actions)'을 담아낼 수 있게 된다는 것을 의미합니다.

You can actually make conditional payments. You can actually make payments conditional on, let's say, someone else's action as well as a state of the world.
즉, 조건부 지급이 가능해지는 것입니다. 예를 들어, 다른 사람의 행위나 특정 상황을 조건으로 해 지급이 이루어지도록 할 수 있습니다.

And a very simple example would be payment versus delivery. So we have a seller and a buyer.
가장 단순한 예가 '자산 대금 동시 결제'입니다. 판매자와 구매자가 있다고 합시다.

And of course each side is happy to play their part, provided the other party to the contract fulfills his or her end of that contract.
물론, 계약 상대방이 의무를 다한다는 전제하에, 양측 모두 기꺼이 자신의 역할을 수행하고자 할 것입니다.

And it's the ability to make credible promises, which is made possible by having a payment conditional on delivery, and delivery conditional on the payment.
그리고 인도를 지급의 조건으로, 지급을 인도의 조건으로 걸어 둘 경우 서로가 신뢰할 수 있는 약속을 할 수 있게 되는 것입니다.

So it's that sense of being able to do more things through the contingent performance of actions.
이렇듯 조건부 실행을 통해 더 많은 일들을 해낼 수 있게 되는 것입니다.

So here I've just drawn this in terms of a flowchart, and the green diamond, as you know, in a flowchart is an if/then statement. If this, then you do that, otherwise you do that.
여기 순서도로 그려 두었는데, 아시다시피 순서도에서 녹색 마름모는 'if/then' 조건문을 뜻합니다. 이 조건이면 이렇게, 아니면 저렇게 처리하라는 것입니다.

And as Piero kindly referred to, one very attractive way of implementing tokenization is to have central bank money right at the center of the platform as the settlement asset.
그리고 Piero 집행이사께서 언급해 주신 대로, 토큰화를 구현하는 매우 매력적인 한 가지 방법은 중앙은행 화폐를 플랫폼의 중심에 결제자산으로 두는 것입니다.

It's the ultimate anchor. But the consumer facing, user facing form of money is going to be in the form of deposits.
중앙은행 화폐는 궁극적인 근간(anchor) 역할을 수행합니다. 다만 소비자, 이용자가 실제로 접하는 돈은 예금 형태가 될 것입니다.

They're going to be provided by private sector institutions and you may have other types of claims on the same platform.
이 예금은 민간기관이 공급하며, 동일한 플랫폼 상에 다른 유형의 청구권도 함께 공존할 수 있습니다.

And by bringing all of this together, what you can do is to have all of these contingent contracts that can codify all of the promises that the financial system, society at large, can actually perform.
이 모든 것을 한데 모으면, 금융시스템과 사회 전체가 이행할 수 있는 약속들을 코드화한 다양한 조건부 계약을 구현할 수 있게 됩니다.

In the 2023 BIS Annual Economic Report, there was a chapter on how we might be able to do this through a so-called unified ledger.
2023년 BIS 연례경제보고서에서는 이를 이른바 '통합원장(unified ledger)'을 통해 구현하는 방안을 다룬 바 있습니다.

It's a ledger because it's in the spirit of the public deposit banks like the Bank of Amsterdam in the 17th century.
이것을 '원장(ledger)'이라 부르는 이유는 17세기 암스테르담은행(Bank of Amsterdam)과 같은 공공 예금은행의 정신을 잇고 있기 때문입니다.

But it's unified in that we have not only central bank money as the settlement asset but also commercial bank money as well as other types of claims.
그리고 '통합'되었다고 이야기하는 이유는, 결제자산으로서의 중앙은행 화폐뿐 아니라 상업은행 화폐, 나아가 다른 유형의 청구권까지 함께 포괄하고 있기 때문입니다.

And what this gives you is our current two-tier monetary system by design.
이는 구조적으로 현행 2계층 화폐제도(two-tier monetary system)를 유지하는 것입니다.

So rather than sending a stablecoin and so if I send a stablecoin to someone, the receiver acquires a claim on the issuer.
예컨대 제가 누군가에게 스테이블코인을 보내면, 받는 사람은 발행자에 대한 청구권을 얻게 됩니다.

What settlement does of course is that when someone sends you money through the bank, you simply see an increase in your deposit balance.
반면 결제가 하는 일은, 누군가 은행을 통해 돈을 보내면 받는 사람의 예금 잔액이 단순히 늘어나도록 하는 것입니다.

And so this picture illustrates that. So here John is paying Paul.
이 그림이 바로 그것을 보여줍니다. John이 Paul에게 송금을 하는 상황입니다.

They bank with different banks, and the central bank is in the background.
두 사람은 서로 다른 은행을 이용하고, 그 뒤에는 중앙은행이 존재합니다.

The payment extinguishes the deposit in the sender's bank but increases the balance in the receiver's bank, and in the background there's settlement on the central bank balance sheet.
이 송금으로 송금은행의 예금잔액은 줄어들고 수취은행의 예금잔액은 늘어납니다. 그리고, 그 뒤에서는 중앙은행 대차대조표상의 결제가 이루어집니다.

And this is very different from a way that a stablecoin would operate.
이는 스테이블코인이 작동하는 방식과는 매우 다릅니다.

Because all payments are settled in central bank money, the singleness of money is guaranteed by design.
모든 지급이 중앙은행 화폐로 결제되기 때문에, 구조적으로 화폐의 단일성(singleness of money)이 보장됩니다.

Now, of course, another way of doing this would have been to use stablecoins and the crypto ecosystem.
물론 이를 스테이블코인과 크립토 생태계를 활용해 구현하는 방법도 있을 것입니다.

But I won't spend too much time on that and maybe we can come back to it during the discussion or during the Q&A.
다만 이 부분에 너무 많은 시간을 할애하지는 않겠습니다. 토론이나 질의응답 시간에 다시 다룰 수 있을 것입니다.

Suffice to say that for the well-known problems to do with the costs of maintaining decentralization, the crypto rails are prone to fragmentation, and that tends to undermine the network effect of money.
다만, 탈중앙화 유지에 드는 비용이라는 잘 알려진 문제로 인해, 크립토를 이용하는 방식은 분절화(fragmentation)에 취약하고, 이는 화폐의 네트워크 효과를 약화시키는 경향이 있다는 점만 말씀드리겠습니다.

And because we have viewers from Korea, let me just reiterate what I said during my confirmation hearings that I support the introduction of a stablecoin framework in Korea.
그리고 한국에서 시청하시는 분들도 계시니, 제가 인사청문회에서 밝힌 바와 같이 한국의 스테이블코인 규제 체계 도입에 찬성한다는 점을 다시 한번 말씀드립니다.

But at the same time tokenization is best done using central bank money.
다만 그와 동시에, 토큰화는 중앙은행 화폐를 활용해 구현하는 것이 가장 바람직합니다.

Now with that out of the way, let me tell you more about the project.
이제 프로젝트에 대해 말씀드리겠습니다.

So the project is called Hangang and it's named after the river Han that flows through Seoul.
이 프로젝트의 이름은 '한강'으로, 서울을 가로질러 흐르는 한강에서 따온 것입니다.

And you'll see that the etymology of all of these things you'll see there's a very interesting parallel when I get to the ECB project.
뒤에서 ECB의 프로젝트를 말씀드릴 때 그 명칭들 사이에 매우 흥미로운 공통점이 있다는 점을 보시게 될 것입니다.

And Hangang is constructing a unified ledger.
그리고 프로젝트 한강에서는 통합원장을 실제 구현하고 있습니다.

We put a different name to it. It's called a digital currency system but it has central bank money as the settlement asset. We have tokenized deposits. And then in depending on your application there are different assets on the platform.
우리는 여기에 '디지털화폐 시스템'이라는 다른 이름을 붙였는데, 이 시스템은 중앙은행 화폐를 결제자산으로 삼고, 토큰화된 예금(예금 토큰)을 두며, 응용 분야에 따라 플랫폼 상에 서로 다른 자산도 공존하게 됩니다.

Now one question that arises immediately is how are you going to provide central bank money on the platform. And there are two ways of doing this.
여기서 곧바로 제기되는 질문은, 중앙은행 화폐를 이 플랫폼에 어떻게 제공할 것인가입니다. 두 가지 방법이 있습니다.

One is to link whatever platform that you have with the current real-time growth settlement system, the RTGS system of the central bank, and then make sure that there are triggers that go back and forth, so that when there's a transaction on the platform that triggers a payment, that triggers a settlement on the central bank balance sheet.
하나는 이러한 플랫폼을 중앙은행의 거액결제시스템(RTGS)과 연계하고, 플랫폼 상의 거래로 인해 지급이 필요한 경우 이것이 중앙은행 대차대조표상의 결제로 이어지도록 양방향 트리거(trigger)를 두는 방식입니다.

And that's certainly one way to do it, and indeed this is very much the way that the ECB is pursuing the first step of its tokenization initiative, which is project Pontes.
이 역시 하나의 방법이 될 수 있습니다. 실제 ECB는 토큰화 구상의 첫 단계인 '폰테스(Pontes)'에서 바로 이 방식을 채택하고 있습니다.

And the idea is that this is, of course, the benefit of doing this is that it's much less onerous in terms of a new platform, but you are paying a cost of limiting the types of contingent actions to things that are compatible with the current RTGS system.
이 방식의 장점은 새로운 플랫폼 구축 부담이 훨씬 경감된다는 점이지만, 조건부 실행의 유형이 현행 RTGS 시스템과 호환되는 범위로 제한된다는 비용을 수반하게 됩니다.

But it's a very very important first step and the ECB is thinking of this very much in terms of an interim step.
그럼에도 이는 매우 중요한 첫걸음이며, ECB도 이를 어디까지나 중간 단계로 보고 있습니다.

But of course there is the ultimate goal which is to have central bank money on the platform and it's by doing that that you're really going to be able to harness programmability in its full sense.
그러나 궁극적인 목표는 중앙은행 화폐 자체를 플랫폼 상에 발행하는 것이며, 그렇게 해야 비로소 프로그래밍 기능(programmability)을 온전한 의미로 활용할 수 있습니다.

If you do it through the various triggers, you know, there are the usual problems to do with, you know, what about the latency, what about the types of how refined can the instruction be and so on.
트리거 방식을 통해 처리할 경우, 플랫폼에서 거래가 일어나 트리거가 작동한 뒤 실제 결제가 이루어지기까지 시차가 발생한다든지, 지시를 얼마나 정교하게 설정할 수 있느냐 등의 전형적인 문제들이 뒤따르게 됩니다.

On the platform, the only thing that's limiting you is how creative you are.
반면 이러한 플랫폼 상에서는 우리가 얼마나 창의성을 발휘하느냐에 따라 그 활용 범위가 제한 없이 확장될 수 있습니다.

So there's full atomic settlement, and this is the vision behind project Appia which the ECB, well, I think the blueprint will be out there in 2028, Piero.
그래서 완전한 원자적 결제(atomic settlement)가 가능해지며, 이것이 바로 ECB의 '아피아(Appia) 구상이 지향하는 비전입니다. Piero 집행이사님, 그 청사진은 2028년에 공개될 것으로 알고 있습니다.

As you know is the famous Roman road.
아시다시피 아피아는 유명한 옛 로마 도로의 이름입니다.

So you see that there's a little bit of a theme here.
여기에 하나의 흐름이 보이실 겁니다.

There's the Roman road, there's the bridge, and then there's the river. So, it's you see the very consistent theme.
로마의 길(Appia), 다리(Pontes), 그리고 강(한강)으로 이어지는 매우 일관된 흐름을 보실 수 있습니다.

Now, what we did in Korea is to go straight to that second solution without going through the RTGS intermediate step.
한국이 취한 접근은, 거액결제시스템을 거치는 중간 단계 없이 곧바로 두 번째 방식으로 나아간 것입니다.

We're going straight to the full platform and we're putting central bank money on the platform through on and off ramps.
우리는 플랫폼 상에 온/오프램프(on/off-ramp)를 통해 중앙은행 화폐를 바로 발행합니다.

So what the bank does, what a commercial bank would do would be to take some of its reserve balances at the Bank of Korea. What the Bank of Korea does is to move some of that money to a separate sub-account.
상업은행은 한국은행에 예치한 지급준비금 잔액의 일부를 활용하고, 한국은행은 그 자금의 일부를 별도의 하위계좌(sub-account)로 이체합니다.

And for every one that's in the sub-account, there's a tokenized version of central bank money on the platform.
그리고 그 하위계좌에 예치된 1원마다 플랫폼 상에 토큰화된 중앙은행 화폐 1원이 생성됩니다.

And then we have everything on the platform.
이렇게 모든 것이 플랫폼 상에 공존하게 됩니다.

The money is frozen in the sub account. So there's no net money creation.
자금은 하위계좌에 묶여 있으므로 통화량이 새로 늘어나지는 않습니다.

There is the need for additional liquidity, and I'll come back to this because clearly there's going to be a fragmentation of liquidity in this sense.
다만 이 방식에서는 유동성 분절화가 발생할 수밖에 없어 추가 유동성이 필요하며, 이 문제는 뒤에서 다시 다루겠습니다.

But the beauty is that everything just transfers from standard deposits to these tokenized deposits.
그러나 이 방식의 장점은 기존 예금이 이 토큰화된 예금으로 그대로 전환된다는 데 있습니다.

So the usual rules on reserve requirements, deposit insurance and prudential regulation all transfer over to tokenized deposits.
따라서 지급준비제도, 예금보험제도, 건전성 규제 등 기존 규율들이 토큰화된 예금에도 그대로 적용됩니다.

Now one way that we designed this is to have a separate value layer where all the claims are circulating from the actual detail programming, because it turned out that that was much simpler, and it was much better for operational risk.
우리가 설계한 방식 중 하나는, 모든 청구권이 유통되는 가치(통화) 계층을 실제 세부 프로그래밍 계층과 분리한 것입니다. 그렇게 하는 편이 훨씬 단순했고 운영리스크 측면에서도 장점이 있기 때문입니다.

But it doesn't have to be like this. You could have it all in just one ledger.
다만 반드시 이렇게 할 필요는 없으며, 하나의 원장에 모두 담을 수도 있습니다.

Another choice we had to make was of course technically everything is feasible but in terms of the institutional backdrop.
또 다른 선택은, 기술적으로는 모든 것이 가능하지만 결국 제도적 배경에 기인한 것이었습니다.

There are governance issues that need to be handled. So in particular depending on the particular asset there will be other interested parties that need to be involved in having tokenization.
이는 곧 거버넌스 이슈입니다. 특정 자산을 다룰 때마다, 그 토큰화 과정에 관여해야 할 새로운 이해관계자들이 등장하기 때문입니다.

For example, if it's government bonds, you need the Ministry of Finance, you need the Centralized Securities Depository, and there are many different pieces, and those need time to actually sort out and put on the same platform.
예를 들어 국채라면 재정당국과 중앙예탁기관(CSD)을 들 수 있습니다. 이처럼 여러 요소들을 고려해야 하기 때문에 이들을 조율하여 같은 플랫폼 상에 담아내는 데는 시간이 소요됩니다.

Now we completed the first phase last year and this was actually a live trial.
우리는 지난해 1단계(Phase Ⅰ)를 완료했으며, 이를 통해 실제 거래가 진행되었습니다.

We had seven commercial banks, about 80,000 users, and around 12,000 merchants.
7개 상업은행, 약 8만 명의 이용자, 그리고 약 1만 2천 개의 상점이 참여했습니다.

We had a very well-known supermarket chain, convenience store chain, etc.
잘 알려진 대형 슈퍼마켓 체인, 편의점 체인 등이 함께했습니다.

And I think what we learned was that the unified ledger actually can work at scale in real transactions.
이를 통해 통합원장이 대규모의 실제 거래 환경에서 원활히 작동할 수 있다는 점을 확인하였습니다.

And for the user, it's very much like just using a standard payment app.
이용자 입장에서는 일반적인 스마트폰 앱을 사용하는 것과 매우 흡사합니다.

And because the merchant fees and because you know we don't have credit cards, debit cards in the middle, of course for the user and for the merchant, they can actually skip over those fees.
또한 중간에 신용카드나 직불카드를 이용하지 않기 때문에, 이용자와 상점 모두 관련 수수료를 절감할 수 있습니다.

So this was a tremendous cost-saving for the merchants involved.
덕분에 참여 상점들은 상당한 비용을 절감할 수 있었습니다.

What we're doing later this month. So at the end of July, we're launching phase two.
이달 말, 즉 7월 말에는 2단계(Phase Ⅱ)를 시작합니다.

And here the big theme is the implementation of public spending.
이번 단계의 핵심 주제는 이를 재정 집행에 적용하는 것입니다.

So, in particular, disbursements of public funds, it could be in the form of procurement and the examples I give you are very much in the form of procurement.
특히 국고금 집행이 그 대상입니다. 이는 조달 형태로 이루어질 수 있으며, 오늘 제가 보여드릴 예시들 역시 대부분 조달과 관련된 내용입니다.

But it could if you want to use this type of system to disburse benefits as well.
물론 원하신다면 이런 시스템으로 각종 지원금을 지급하는 데에도 쓸 수 있습니다.

But I think this is where you see the full power of tokenization.
그러나 바로 이 지점에서 토큰화의 온전한 힘을 보실 수 있습니다.

Now the government has a plan to use the tokenization platform that we have, to disburse a quarter of all the central government treasury payments by 2030.
현재 한국정부는 우리가 구축한 토큰화 플랫폼을 활용해 2030년까지 중앙정부 국고금의 4분의 1을 집행한다는 계획을 가지고 있습니다.

So a quarter of all central government spending will go through this system by 2030.
즉, 2030년까지 중앙정부 지출의 4분의 1이 이 시스템을 통해 이루어지도록 하겠다는 것입니다.

That's the objective and let me give you one example of how procurement becomes much easier if you have tokenization.
토큰화를 통해 조달이 얼마나 수월해지는지 한 가지 예를 들어 보겠습니다.

So in Korea, we have a very ambitious program to lay out a national network of electric vehicle charging stations.
한국에서는 전국적 전기차 충전 인프라 네트워크를 구축하려는 매우 야심찬 사업을 추진하고 있습니다.

And you know we set standards, but then of course the work has to be done by the private sector.
우리가 표준을 정하지만, 실제 작업은 민간부문이 수행합니다.

So the question is how do we enforce standards, make sure that the money goes to the manufacturers of the charging stations, the building firms that will build the infrastructure, in a way that is going to be free of you know the most egregious forms of fraud and misuse etc.
그렇다면 어떻게 표준을 준수하도록 하고, 자금이 충전기 제조사와 인프라를 건설하는 시공사에게 지급되면서도, 가장 심각한 형태의 부정·오용으로부터 자유롭도록 할 수 있을까요?

And of course it's going to be very very difficult to check these things ex post.
이런 것들을 사후(ex post)에 점검하기란 매우 어렵습니다.

So why don't we program it ex ante, and that's what we are going to use it for.
그러니 사전(ex ante)에 프로그래밍해 두는 것은 어떨까요? 이것이 우리가 활용하려는 방식입니다.

Now this is the current system.
현재 구조는 이렇습니다.

So we have a fund which will fund a subsidy for these new EV charging stations, and there are the charge point operators.
이 새로운 전기차 충전 인프라를 구축할 때 보조금을 지원하는 예산이 있고, 충전사업자가 있습니다.

These are the firms that will organize the building of these things.
사업자들은 인프라 구축 사업을 기획합니다.

But of course, there are subcontractors that will actually do the work. So the manufacturers and the builders who will actually build these things.
그러나 실제 작업은 하도급업체, 즉 실제로 이를 만드는 제조사와 시공사가 수행합니다.

And we want everything to be up to standard, and so only some types of chargers will be eligible.
모든 기준을 충족하는 특정 규격의 충전기만 지원 대상에 포함됩니다.
So how do we do this?
그렇다면 이를 어떻게 구현할까요?

Well, of course, we can program it and we don't need to pay the operator. We can go directly to the subcontractor.
프로그래밍을 해 두면 충전사업자를 거치지 않고 하도급업체, 즉 제조사와 시공사에게 직접 지급할 수 있습니다.

So to the manufacturer to the builder and that way these firms in turn will see their working capital situation improve tremendously as well, because they're getting money directly without having to wait for the intermediary, and then the qualification can also be programmed in from the start.
그러면 이들 기업은 중개자를 기다릴 필요 없이 자금을 직접 받게 되어 운전자본 상황도 크게 개선됩니다. 또한 자격 요건도 처음부터 프로그래밍해 둘 수 있습니다.

Of course, this is a very very small example of what can be done more generally and government procurement as you know is can be very very complex.
물론 이는 보다 일반적으로 가능한 것들 가운데 아주 작은 예에 불과하며, 아시다시피 정부 조달은 매우 복잡할 수 있습니다.

And ex post verification just is not really a very useful way of going about it.
그리고 사후 검증 방식만으로는 실질적인 효과를 거두기 어렵습니다.

Another example is something very close to home which is as public officials.
또 하나의 예는 우리와 아주 밀접한, 공직자와 관련된 것입니다.
The Korean civil servants, even the central bank, we're issued a official payment card that we use in the course of our daily business.
한국의 공무원, 심지어 중앙은행 직원들도 일상 업무에 사용하는 공용 카드를 지급받습니다.

And that's also a form of procurement because what you're doing is you're procuring services.
이것도 일종의 조달인데, 서비스를 조달하는 셈이기 때문입니다.

So here's mine. I'm going to obscure the number.
여기 제 카드가 있습니다. 번호는 가리겠습니다.

So this is my official procurement card.
이것이 제 공용 카드입니다.

And of course you can use it to entertain, you know, guests for your official business or for travel or for hotels and so on.
물론 이를 공무상 식사를 대접하거나 출장, 숙박 등에 사용할 수도 있습니다.

But of course there are very strict rules about what's allowed and not allowed.
그러나 허용되거나 허용되지 않는 사용 범위는 매우 엄격히 규정되어 있습니다.

And how do you enforce that?
그렇다면 이러한 규정들이 어떻게 지켜지도록 관리할까요?

Well, currently it's all enforced through ex post verification. And that's very very time consuming, very tedious.
현재는 전적으로 사후 검증을 통해 이루어지며, 이는 매우 시간이 많이 소요되고 번거롭습니다.

Of course, we can program everything so that it only works your card only works for approved purposes. And thereby you can skip a lot of the intermediate checking steps.
하지만 프로그래밍을 해 두면 카드가 승인된 용도로만 작동하도록 할 수 있고, 그럼으로써 많은 중간 점검 단계를 생략할 수 있습니다.

So this is the spirit you can use.
바로 이런 방식으로 활용하시면 됩니다.

You can harness programmability. You can harness tokenization to program in conditions ex ante rather than having to check and verify ex post.
프로그래밍 기능과 토큰화를 활용하면, 사후에 점검·검증하는 대신 사전에 조건을 프로그래밍해 둘 수 있습니다.

And for the economic theorists in the room, we know that the ex ante equilibria are much larger than a subgame, the set of subgame perfect equilibria ex post equilibria.
이 자리에 계신 경제학자들을 위해 덧붙이면, 사전(ex ante) 균형의 집합이 사후(ex post) 균형, 즉 부분게임 완전균형(subgame perfect equilibria)의 집합보다 훨씬 크다는 것을 우리는 알고 있습니다.

You can achieve a lot more if you have the ability to make credible promises that you cannot if you only have to rely on ex post incentives.
신뢰할 수 있는 약속을 할 수 있게 되면, 사후 유인에만 의존할 때보다 훨씬 더 많은 것을 이룰 수 있습니다.

So looking ahead, of course, I've given you two very small examples, but that's going to be the spirit of the projects that are coming up.
지금까지는 아주 작은 두 가지 예만 말씀드렸지만, 앞으로의 프로젝트들도 바로 이런 취지에서 진행될 것입니다.

Of course, the big prize is tokenizing government bonds.
물론 가장 큰 결실은 국채의 토큰화일 것입니다.

And this is not only about developing the capital market, it's also about implementing monetary policy, because think about what's involved in a repo transaction.
이는 자본시장을 발전시키는 것일 뿐만 아니라 통화정책을 집행하는 문제이기도 합니다. 환매조건부매매(repo) 거래를 생각해 보십시오.

You need to verify the collateral. You need to credit the account of the asset provider. And you need to reverse that transaction at the right time.
담보를 확인하고, 자산을 제공한 쪽에 대금을 지급하고, 적절한 시점에 그 거래를 되돌려야 합니다.

And these things are just much easier, much less prone to mistakes if you have everything tokenized ex ante.
이 모든 것이 사전에 토큰화되어 있으면 훨씬 수월해지고 오류 가능성도 훨씬 줄어듭니다.

And since Pablo is here, let me also say something very well.

I feel very much attached to this project which is project Agorá.

I was very much involved before I left the BIS but this really is a very very promising system.

It really is the next generation of the international monetary system.

And the way it works is every jurisdiction has its own national ledger, this jurisdictional ledger. And the jurisdictional ledgers are themselves connected via the unifying ledger itself.
작동 방식은 이렇습니다. 각 관할권(jurisdiction)은 자국의 관할권 원장(jurisdictional ledger)을 갖고, 이 관할권 원장들이 다시 상위의 공통 원장(unifying ledger)을 통해 서로 연결됩니다.

Currently, it's the US dollar, the euro, the yen, pound sterling, Swiss Frank, Korean one, and Mexican peso, but I see Tiff, Canada is joining this year.
현재 미국, 유로지역, 일본, 영국, 스위스, 한국, 멕시코가 참여하고 있으며, 마침 Tiff 총재님도 계시는데 캐나다가 올해 합류합니다.

So, there'll be eight central banks involved.

And with project Hangang, I can confidently say the Korean jurisdictional ledger is done.
그리고 프로젝트 한강을 통해, 한국의 관할권 원장은 이미 완성되었다고 자신 있게 말씀드릴 수 있습니다.

So we just need the other jurisdictions to come along, and we can just plug in.

You were part of the conference that we had in Basel on Friday.

There was this exercise in which cross-border payment was simulated through the current system, through big techs, through a stablecoins.
그 자리에서는 국경 간 지급을 현행 시스템, 빅테크, 스테이블코인 각각을 통해 모의 실험한 결과를 확인하는 시간이 있었습니다.

It was very clear that big techs have allow for a lower, significant lower fees as compared to the traditional banking system, not so much stablecoins.
빅테크는 전통적인 은행 시스템에 비해 수수료가 현저히 낮았던 반면, 스테이블코인은 그 정도는 아니라는 점이 분명히 드러났습니다.

I think it was similar to the question that Catherine had.

What we need is something that covers the whole system.

And I think with a system like this, it's going to be just much easier, much cheaper.

You don't have to pay the large card companies.

Isabel and Dirk both asked the same question, I think,

which is, you know, could the banks not simply get together and leave the central bank out. I think that's one way to do it.

But of course the platform ultimately will have to you know the netting is going to have to happen anyway.

And you see it, for example, in the CHIPS system in the US, there are very very similar systems

And so if that's going to be the case, why this two-step process, just go straight to the central bank.

Well, maybe on the last question on whether banks could do the same thing among themselves.

So first, there are some initiatives of tokenized deposits by banks like the JP Morgan dollar.

So you could imagine that several banks would use these public blockchains to do that together.

At some point, you need to, you know, even if you exchange those tokens,

I was wondering whether the technology is available to scale the use of DLT when you apply the single ledger not just to interbank trading

but when you include also bond trading and other trading of tokenized deposits, whether the technology is available for such a scale.

Second, the utility of the system you have described is maximized when the various national systems are linked in a single ledger.

And then the governance issues that you mentioned are magnified are amplified
그렇게 되면 말씀하신 거버넌스 이슈는 더욱 커지게 됩니다.

because issues on who owns the data, who guarantees the privacy of the information, who decides on any dispute emerge.
데이터 소유권은 누구에게 있는지, 정보의 프라이버시는 누가 보장하는지, 분쟁 발생 시 누가 해결할 것인지와 같은 이슈들이 제기되기 때문입니다.

So what would be in your view, the governance, that would minimize possible tensions, frictions, because we would have that problem.

Technology is not an issue anymore, although the systems are complex to build,

but the issue, the important issue, is governance.

On tokenized deposits, Pablo asked why banks are not using them as much as they could.

Well, if you tokenize deposits, deposits become more flighty, and banks do not.

There are number of economic and financial implications.

Maybe banks don't like to see their deposits becoming more mobile, more reactive to changes in interest rates.

So for good reasons, they are slow,

Ex ante is certainly more efficient, but I would be very careful to use this argument, Hyun.

Because when we discuss the digital Europe, for example in Europe, people, citizens, fear exactly

All the other solutions are good solutions. Definitely they are smart,

Let me be brief. So we can, I'll give you the full answer during the coffee break.

But I think Fabio asked a very important question, which was on the governance.

And, of course, the governance very much depends on what's actually on the platform.
거버넌스는 플랫폼상에 무엇이 발행·유통되는지에 크게 좌우됩니다.

So if it's just the payment system, if it's central bank money and commercial bank money, the governance just stays the same.
지급결제시스템, 즉 중앙은행 화폐와 상업은행 예금만 존재하는 시스템이라면 거버넌스는 그대로 유지됩니다.

It's the current system. So that's the easiest example.
현행 체계와 동일하며, 이것이 가장 단순한 사례입니다.

But as soon as you have something else going on, then you need to bring on other interested parties.

This is why it's always the governance which slows things down, not the technology.

The technology is very very simple.

Although I think the way that Agorá is designed, everything is modular.

So you have the national jurisdictional ledger, and those are just combined.

I think the easiest extension would be the trading of government bonds,

So those discussions need to be had, but that is a pretty low-hanging fruit with huge rewards.

And I think that's certainly I think for the Euro area there are very strong arguments for that, you know, as the Euro area wide infrastructure.

But it does actually raise you the questions that Fabio raised about privacy,

I wanted to follow up on the broader tokenized finance question a little bit.

The whole stablecoin universe is only around 300 billion dollars worth.

There's a lot of Tether that's mainly there as a dollar store of value.

Basically, that's the amount of collateral you have to secure the blockchain,

so it's not simply doing what we do currently but better, it's we can expand the stuff that we can do.

And so I think that's really the where the big gains will come from ultimately.
