본 연구는 2017년과 2019년 이민자 체류실태 및 고용조사 마이크로자료를 이용한 성향점수매칭(propensity score matching) 분석을 통해 직업훈련 프로그램이 외국인들의 노동시장 성과에 미친 효과를 연구하였다. 분석 결과, 직업훈련은 평균적으로 외국인들의 고용률을 6.4%p 높였으며 임금을 상승시키는 효과도 있었다. 특히, 임금상승효과는 취업비자와 정주비자 소지자 외국인에게 강하게 나타났다. 이러한 결과는 외국인에 대한 직업훈련 프로그램 제공이 국내 노동시장 수요에 부합하는 인적자본을 가진 외국인력을 확보하는 중요한 수단의 하나로 활용될 수 있음을 시사한다.

Using the 2017 and 2019 Survey on Immigrants' Living Conditions and Labour Force, we examine how the job training programs in Korea affect immigrants’ labor market outcomes by applying the propensity score matching method. The results show that job training programs increase the probability of being employed by 6.4 percentage points and have positive effects on monthly and hourly wages. The positive wage effects are stronger for immigrants with work visas and permanent residents. These results imply that the job training program can be used as an important means to secure immigrants with human capital which meets the demand of the Korean labor market.
