The paper will discuss problems with implementing monetary
and financial policy and prudential regulation when capital
and exchange markets operate with few controls. One major
focus will be on how derivative products can be used to
circumvent mechanisms of monetary control and prudential
regulation. The paper will consider the liberalizations already
implemented or envisioned in Korea from the perspective of
how markets may behave under the transitional regulatory
regime.
