The majority of members presented the view that, in overall consideration of the domestic and international financial and economic environments, 

it would be desirable to raise the Base Rate by 25 basis points, from 3.25% to 3.50%. 

However, Dr. Joo, Sangyong and Dr. Shin, Sunghwan expressed clear opposition to raising the Base Rate by 0.25 percentage pointsand argued for keeping it 

at the current level.
