1. In its External Sector Report released in July 2026 (ESR 2026), the IMF assessed Korea's 2025 current account surplus as "stronger" than the level consistent with medium-term fundamentals and desirable policies. This is two categories up from "broadly in line" in the previous year: the current account surplus widened (from 5.3% to 6.6% of GDP) while the current account norm estimated by the EBA model declined (from 4.7% to 3.3%), so that the current account gap widened from 0.8% to 3.1% (2.5% after IMF staff adjustment).

2. The revised EBA model applied in ESR 2026 changed most in its demographic block. Comparing it with the pre-revision model under otherwise identical conditions, the revision lowered Korea's current account norm by 1.10%p, and 94% of the resulting widening of the current account gap was an increase in the residual that the model does not explain. Among the 26 ESR economies, Korea recorded both the largest decline in the norm and the largest increase in the residual.

3. This suggests that the revised model does not fully reflect the distinctive features of Korea's demographic structure. Contrary to the life-cycle hypothesis assumed in the static block, the average propensity to save of Korean households headed by those aged 65 or older (32.2%) is higher than that of all households (30.9%). Also, the employment rate of those aged 65 or older (39.5%) is the highest in the OECD and has risen the most. That 83% of the elderly's assets are real assets (i.e., nonfinancial assets) such as real estate, which makes it difficult to draw down savings for consumption, is also related.

4. In the dynamic block, replacing the "future" old-age population share with the "current" share has made it difficult for the model to fully capture the speed of population aging. Korea's share of the population aged 65 or older is projected to rise by 4.9%p between 2024 and 2029, more than twice the rise in the median of the ESR economies. Furthermore, the low net replacement rate of the public pension and concerns over the depletion of its fund strengthen the precautionary saving motive of the current working generation. These distinctive features are not reflected in the revised model. Hence, the revised model appears to underestimate Korea’s current account norm.

5. Meanwhile, from ESR 2027 the IMF plans to introduce "excess-adjusted net foreign assets (NFA)", which remove past accumulated excess current account balances. This revision is estimated to widen the 2026 current account gap of Korea, a persistent surplus economy, by a further 0.74%p. While the 2026 current account norm falls to 2.2%, if the current account is assumed at 23.3% (optimistic), 20.0% (baseline) and 16.0% (pessimistic) of GDP across scenarios, the current account gap ranges from 13.8% to 21.1%, falling in the "substantially stronger" range under all three scenarios.

6. These results suggest the need to decompose the drivers of the current account gap rather than focus on its size alone. In particular, as 58% of the 2025 current account gap stems from the residual, further analysis reflecting Korea's specific circumstances is deemed necessary.
